The answer is yes! The use of any consumable card can cover the spectrum of the entire board, you can use a consumable card on anyone at anytime during a battle provided it is charged with 4 energy tokens. The rule still applies though that only 1 use of that particular Grandsand can be used per battle, this means if you both have a Grandsand you both can use them once each ;) Happy Battling!
